THE ORGANIZATION WAS ESTABLISHED IN 1965 AS PART OF A NATIONWIDE NETWORK OF 'COMMUNITY ACTION PROGRAMS, OR CAP AGENCIES, SUPPORTED BY FEDERAL PROGRAMS AND RESOURCES CREATED BY THE JOHNSON ADMINISTRATION TO COMBAT POVERTY.
