THE ORGANIZATION PROVIDES EXEMPLARY HEALTH CARE SERVICES TO INDIGENT PATIENTS AND PATIENTS WHO ARE MEDICARE AND MEDICAID BENEFICIARIES IN A NON-DISCRIMINATORY MANNER AND WITHOUT REGARD TO THEIR ABILITY TO PAY.
