PROVIDE HEALTH, DENTAL AND BEHAVIORAL HEALTH CARE SERVICES ALONG WITH EDUCATIONAL INFORMATION ON THESE SERVICES TO THE LOCAL COMMUNITY AND INDIGENT CITIZENS OF ELLIS COUNTY, TEXAS AND SURROUNDING AREAS REGARDLESS OF ABILITY TO PAY.
