To assist in the stabilization of health care costs while maintaining the quality of health care by performing utilization review of the professional activities of physicians and other health care practitioners and institutional and non-institutional providers of health care services,and, in connection therewith, to determine or advise as to the standards of health care which are professionally recognized; to ascertain and advise as to the medical necessity of particular services; to advise on the manner in which services may be provided in the most economical manner consistent with professional standard of maintenance of the quality of care; to perform studies and analyses of trends in the utilization of medical services and in the quality of medical care rendered to the general public, and to provide educational services to health care providers and the general public concerning such trends; and to provide information services to health care providers in order to facilitate the deliv
